to vague wording in the law together with the fact that responsible authorities have refrain to make
an interpretation of the law. A contributing factor to this problem is that the system has evolved
without clear and common objectives of authorities and politicians. One of the conclusions
presented in this report is how this leads to uncertainty for the individual hotel owner on whether
the level of fire protection is adequate, which in turn might result in legal problems without definite
solutions. (Less)
