Abstract
In 2003 several interesting events occured on the Swedish market for electronic
communications. IP-telephony and third generation mobile telephony were
launched, and overall the market revenue for fixed call services declined for the
second consecutive year. The decline was in particular referable to lower
revenues from dial- up access to the Internet as an increasing number of
Internet users transferred to some form of fixed connection. The market value
for mobile telephony however, continued its increase during the same period.
The three network owning mobile operators in Sweden have been topping the
list of Europe´s most profitable operators during recent years. Together they

The three network owning mobile operators in Sweden have been topping the
list of Europe´s most profitable operators during recent years. Together they
control over 95 % of the Swedish market for mobile telephony. As a
consequence there has been until now little if any real competition in this
market, which has resulted in complex and overpriced services. This appears to
have affected the development of usage in Sweden. Finns for example, use their
cellular phones twice as much as Swedes. But in 2003 Sweden introduced a
new law designed to improve market conditions.
During the last two years the mobile operators 3 and Djuice have worked for an
increased price awareness among Swedish users. The actions taken by these
new market participants have lead to significant price reductions. Because of
this development Swedish users are changing mobile operators more often than
ever before. The leading mobile operators in Sweden are desperately trying to
match this new competition, mainly by means of large advertising campaigns.
According to a report from the National Post and Telecom Agency
telecomrelated costs with the exception of employee costs are the largest costs
for companies. Surprisingly though, companies have difficulties minimizing
their costs in this area which is due to several factors. First among these is that
it is difficult to compare the complex tenders offererings of the different
operators. And even if companies manage to conduct a comparison of tenders,
they often do not have access to relevant statistics of their own usage to
evaluate the tenders properly.
This report describes and develops a model that enables companies to analyze
tenders in the telecom area. The model was tested in a case study where the
data were partly real, partly simulated. The case study, which also included a
sensitivity analysis, consisted of in total nine tenders offered by six operators. (Less)
