Systems of Innovation and the Innovation process: A literature review

Abstract
This paper deals with how the emerging strand of theorizing –
systems of innovation – interprets the determinants of the rate and direction of the innovation process and its implications for policy measures therein. The immense impact technical change has had on economic growth in the past roughly 200 years has demanded an overdue attention since the second half of the twentieth century.And now as we are moving towards the so called "knowledge based‟ economy of the twenty first century knowing about the dynamics of the innovative process becomes a necessity for firms, researchers as well as policy makers. This paper deals with how the emerging strand of theorizing –
systems of innovation – interprets the determinants of the rate and direction of the innovation process and its implications for policy measures therein. The immense impact technical change has had on economic growth in the past roughly 200 years has demanded an overdue attention since the second half of the twentieth century.And now as we are moving towards the so called "knowledge based‟ economy of the twenty first century knowing about the dynamics of the innovative process becomes a necessity for firms, researchers as well as policy makers. The emerging strand of theorizing – systems of innovation – tries to explain the nature, rate and direction of technical change by putting knowledge and learning at its core. As such this paper conducts a broad literature review in order to examine the key assumptions behind the systems of innovation approach. And identify the rationales behind justification for government intervention and the policy implications therein. It is found that the systems of innovation approach, while it has advantages over its predecessors, it still lacks specificity and
