The result of this study shows a lack of citizen participation and deliberation in the visionary plan which threatens the legitimacy of the regional plan. The failure to live up to Sjöviks normative ideas raises questions about the legitimacy of the visionary plan and citizen participation in crucial democratic decisions like the regional future.
