- Gender mainstreaming has since the mid-1990s been the strategy adopted in order to incorporate the gender perspective in all decision making. Although the strategy existed for almost 18 years, research shows that the implementation of gender mainstreaming still suffers from shortcomings. Many municipalities mention the lack of methodological support, knowledge and specific Equality strategists as explanations for why the strategy is difficult to apply in the organization. The fact that the City of Malmö in September 2011 signed a development plan for gender mainstreaming can be seen as a successful outcome and constitutes therefore an interesting case to investigate. Although the strategy existed for almost 18 years, research shows that the implementation of gender mainstreaming still suffers from shortcomings. Many municipalities mention the lack of methodological support, knowledge and specific Equality strategists as explanations for why the strategy is difficult to apply in the organization. The fact that the City of Malmö in September 2011 signed a development plan for gender mainstreaming can be seen as a successful outcome and constitutes therefore an interesting case to investigate. The purpose of this paper is to examine the City of Malmö's equality work and its way to produce the development plan for gender mainstreaming. The study will examine and discuss the factors that enable and complicate efforts to incorporate gender mainstreaming into an organization. The study’s theoretical framework consists of institutional theory, implementation theory and previous research on gender mainstreaming. The result demonstrates that there are several enabling and aggravating factors that influenced the process. Some of the enabling factors are political will, knowledge and financial resources and the aggravating factors are inertia, “uneven distribution of responsibility” and “crowding of perspectives”.
