- The decision making process in the European Union is an ongoing machine that sippers through all the political levels and subject areas. Which actors that possesses the ability to affect these processes and have power in these different matters is an question debated for a long time and will continued to be.
This essay will try to bring some answers to the matter, if the selected actors have had any influence over the formulation of regulation 1829/2003 and 1830/2003 and the general European Union policy for GMO organisms. Study power and its ways of behavior is a complicated matter and gives the opportunity for a numerous of translations. Power is not a phenomenon that could be kept statistics on and this makes the situation even more... One of the first chapters of the essay will contain review over the powers different dimensions, for the purpose to create a general context to the essay.
A closer look of regulations 1829/2003 and 1830/2003 shows clearly that several of the actors interests and priorities is mentioned and is affected by the publicized legislation. To find identical material from the actors and in the regulations indicates there had been some kind of influence. To reach the conclusion that this should be the case solely by the defined actors’ line of action or only by the internal contacts within the institutional system is too simplify the situation.
