- Abstract
- In Sweden there is an ongoing debate about how to come to terms with the inequality between men and women that still permeates society in different ways. One of the measures proposed is the one through affirmative action on the parental allowance. My aim with the study is to analyze the standpoint in the matter, of three Swedish political parliament parties to try to discern if there is a lack of coherence in their argumentation. The theory I use derives from the idea that incoherence can cause issues with legitimacy. My findings are that in all of the argumentations there is incoherence to a varying degree which affects legitimacy.

Another purpose of my study is to take stance in an normative way. From two core values – justice and freedom - I will argue that it is desirable to use affirmative action on the parental allowance. Contrary to what the opponents of such a reform argue, my argument will be based on the idea that a strong social contract between the state and the individual liberates the individual from the bonds of dependancy on family and other institutions. My inference is therefore that to use afirmative action in the case of parental allowance is desireable but only if you accept the idea that it is through the state that the Swede secures his freedom - historicaly and today - and not through the family.
