- Syftet med denna uppsats är att redogöra för annonseringsförfaranden i svensk och fransk upphandlingsreglering under tröskelvärdena och jämföra upphandlingsregleringarna med varandra utifrån dess materiella innehåll. Den mest framträdande likheten mellan den svenska och franska upphandlingsregleringen utgörs av att de grundar sig på EU-direktiv. Trots att den direkta effekten av ett direktiv inte har någon direkt verkan på nationell upphandlingsreglering under tröskelvärdena får inte EU:s principer om icke-diskriminering och transparens åsidosättas. Det bidrar till att den till synes största skillnaden i det materiella innehållet i de båda upphandlingsregleringarna under tröskelvärdena, nivån för direktupphandlingsvärde, inte medför någon... - The purpose of this thesis is to describe the Swedish and French national public procurement regulations concerning advertisement under threshold value and compare the procurement regulations under threshold value with one another from the basis of their material content. The most obvious resemblance between the Swedish and French procurement regulation is that they both are based on EU directives. Although the direct effect of a directive does not affect the national procurement regulations under threshold value, the EU principals of non discrimination and transparency cannot be neglected.
