Abstract (Swedish)
This thesis investigates the development of labor market policies directed at immigrants in Sweden, during the period of 1968-2010. The theoretical framework is built around three distinct ideas concerning the concept of citizenship – one libertarian, one empowering and a last one called caring, in the sense that it emphasizes the responsibility of society. My material consists of government publications, and it is divided in to three periods. These differ concerning the labor policy directed at immigrants, run at the time.
