- Abstract (Swedish)
- This thesis investigates the development of labor market policies directed at immigrants in Sweden, during the period of 1968-2010. The theoretical framework is built around three distinct ideas concerning the concept of citizenship – one libertarian, one empowering and a last one called caring, in the sense that it emphasizes the responsibility of society. My material consists of government publications, and it is divided in to three periods. These differ concerning the labor policy directed at immigrants, run at the time.
My analysis shows that the development has gone from a caring perspective, to an empowering perspective on citizenship. My analysis shows that the development has gone from a caring perspective, to an empowering perspective on citizenship. The libertarian trend is visible in the sense of a much stronger focus on the individual immigrant’s rights and duties, rather than on immigrants as a group. The empowering policy however, consists of a mixture of individual and collective ideals. This implies a tension concerning what is really the core of citizenship. (Less)
