Abstract
The hydropower plant at upper Finsjö is situated in the south-eastern part of Sweden. It is owned and operated by E.ON Vattenkraft Sverige AB. The dams are built in the beginning of the 20th century and regarding the safety of the dams they are in need of repairs. As an alternative, E.ON wants to investigate the possibility of building a new dam further downstream of the existing ones and thus making the two old ones obsolete.

The location of the dam is chosen so that the length of the dam is as small as possible. The elevation of the water surface in the storage should be the same for the new dam. The dams are built in the beginning of the 20th century and regarding the safety of the dams they are in need of repairs. As an alternative, E.ON wants to investigate the possibility of building a new dam further downstream of the existing ones and thus making the two old ones obsolete.

The location of the dam is chosen so that the length of the dam is as small as possible. The elevation of the water surface in the storage should be the same for the new dam. This requires a dam with a length of approximately 45 m of which 25 m is available for the spillways. The height of the dam will be approximately 6.8 m at the highest point. The new storage will have a capacity of approximately 0.144 Mm3. The volume is slightly overestimated because of the calculations that are based on simplifications of the river bed.
The spillways should be able to discharge a flow of 176 m3/s and spillways are designed according to this prerequisite.

The calculation of the maximum flow is based on a flood report by SMHI and an inquiry of the relationship of flow between Kvillen and the part of Emån flowing past Finsjö.

The dam should consist of three spillways with a capacity of 50 m3/s each and one spillway with a capacity of 30 m3/s. The length of the spillway crest needed is approximately 25.9 m. The discharge capacity is theoretically determined and the coefficient of discharge is based on assumptions.
If the dam breaks it seems that the speed at which the gates at upper Finsjö open dictate most of the change in elevation at the downstream storage. This means that the elevation of the downstream storage can be relatively controlled during a dam break.

To be able to fulfil the requirements set by the Water framework directive for this river section, more effort for the environment is needed. On top of this the tightened legislation for the Emån river system creates a need for measures that prevent the harmful effects of a new dam. A possible way of doing this is the construction of a bypass fish way. If a fish way would be constructed at Finsjö it needs to be in a meandering shape because of the steep slope of the terrain next to the dam. The entrance of the proposed new fish way will be much closer to the outflow from the turbine which favours the fish during its spawning period. (Less)
