Furthermore a study of the ideas that may affect the decison on wheter to limit the freedom of speech has been conducted. The sources that have been used are mostly policy documents, law texts and public speeches made by the head of state or by high officials. It is concluded that both the kind of terrorism in the two regions and the ideas of the
actors differ. Terrorism in the EU is mostly related to small islamist cells that have no links to separatist movements. In Russia, terrorism has tight bonds to separatist movements. The EU does not view terrorism as an existential threat and stresses the importance of preserving liberties while fighting terrorism. Russia on the other hand views terrorism as a threat to state sovereignty and territorial integrity and thus prioritizes security before freedom. (Less)
