Abstract
Since the 1980´s, the municipalities in Sweden are independent actors in the reception of refugees. The local refugee reception occurs through a signed agreement between the Swedish state and the municipality. In this thesis I examine what kind of motives and arguments effects the decision of the local refugee policy, by a case study of the City of Malmö.
In this study, a rational theory of motives and arguments, and a theory of symbolic politics, applies in purpose to answer the question of how Malmö motivates and argues for it’s local reception of refugees. Malmö has a local refugee reception. It is evident that decisions in the political area are made by what kind of signals Malmö sends out. It is also a question of responsibility. Both rational arguments and symbolic politics are being used. Ideological views and the question of economic matter motivate the participants´ decisions. (Less)
