Before starting this research we had the apprehension that the concept of a ” reasonable standard of living” was essential in decision making among the social workers in the field of financial social support. Since the concept is difficult to comprehend we saw the risk of arbitrariness and that the clients seeking the support have a different opinion about what would meet a reasonable standard. The purpose of this study has been to bring light to how social workers in the field are dealing with the concept of a reasonable standard of living relative to poverty and how they experience their margin for maneuvering relative to law, rules and regulations surrounding their field of work and also how they experience arbitrariness in decision making. We had a qualitative approach and after studying the concepts of poverty we interviewed eight social workers in the field of financial social support. Our research questions were: What do the social workers say are the central factors in decision making? How do the social workers experience the concept of a reasonable standard of living in decision making? How do the social workers experience their margin to maneuvering? How do the social workers experience arbitrariness in decision making? We created two vignettes, fictional cases, and asked questions about, for example, how the social workers would assess the application and how they experience their margin for maneuvering according to decision making. With the limited number of interviews, we can´t make general conclusions, but we could see these following indications: In decision making the central factors are the concept of a reasonable standard”, a pre-understanding of what people in general can afford and a children´s perspective. Our respondents experienced that they act in a grey zone relative to maneuvering between the intentions in the law and local regulations, and what they themselves would like to decide. In the space between there is risk of arbitrariness. One conclusion is that it is never so easy as one of the respondent puts it: Pang Bom Refusal!
