By constructing two different frames, those in favor for the zero tolerance and those against, the representation of concepts and mental constructions are exposed. The zero tolerance policy will be investigated by the method of Carrol Bacchi’s “What’s the problem represented to be?” and the positive frame will be examined in contrast of the result of Bacchi’s method. From a context of what role the city plays in our life the zero tolerance and the alternative view is clarified. Both frames will in the end be valued. Questions about the need for the zero tolerance to label graffiti as ugly and graffiti writers as drug users and criminals will emerge and be discussed in contrast to freedom of speech. A discussion of artistic freedom, subjectification and what shape participation in the city should look like will be held. (Less)
