Sida och post-konflikt Liberia : en analys av post-konfliktbegreppets påverkan på Sidas strategirapport i staten Liberia

Abstract
Post-conflict is a term embedded with peacekeeping and peace-building. This paper is mainly based on political scientist Séverine Autesserres conclusion, that applying the post-conflict label was a main reason why international peace-builders failed to create a sustainable peace in the Democratic Republic of Congo and war resumed in 2008. This paper focus on a strategy report presented by the Swedish government based organization Sida the year of 2011. The purpose is to answer how correct it is to define and speak of Liberia as a post-conflict environment today, and what consequences it can have on the peacebuilding process. Post-conflict is a term embedded with peacekeeping and peace-building. This paper is mainly based on political scientist Séverine Autesserres conclusion, that applying the post-conflict label was a main reason why international peace-builders failed to create a sustainable peace in the Democratic Republic of Congo and war resumed in 2008. This paper focus on a strategy report presented by the Swedish government based organization Sida the year of 2011. The purpose is to answer how correct it is to define and speak of Liberia as a post-conflict environment today, and what consequences it can have on the peacebuilding process. By examining the report and Sida´s peace-building efforts in post-conflict Liberia, and applying the theories of Autesserre, ICG, HRW and news articles from Liberia and neighboring countries this paper concludes that applying and defining Liberia as a “post-conflict environment” is not a correct picture of Liberia today and can have negative consequences on creating a sustainable peace.
