- The aim of this Master´s thesis is to study how the Swedish bill, "Education for children who are staying in the country without authorization", constructs a relationship between legal versus illegal status, and how this relationship affects undocumented children’s integrity in relation to the principle of public access to official records (“Offentlighetsprincipen”). The main hypothesis is that the principle of public access to official records affects the information listed in public documents, since operators are aware that the data can potentially be accessed by an outside authority.

Among which the informants involved were politicians, an archivist representing the municipal archive, an informant employed by a hospital and a principal. During the interviews the informants were asked a series of questions concerning the registration of the child in public records, which description could be expected from the school authority and student care, and what concerns that they considered were involved in a secrecy examination of these documents.
The analysis of the material was performed using a phenomenographic approach. Eighteen categories of conceptions were identified, distributed on six aspects of the phenomenon of documentation management of undocumented children´s schooling. The results show a variety of conceptions among the informants. The six aspects cover conceptions of the undocumented child staying in the country; the privacy legislation ability to cover undocumented children; whether an expectation of traded information can cause conflict between authorities; and conception of the schools needs for collecting information.
The analysis gives raise to the conclusion that Swedish school systems documentation management is created based on a series of preconceptions. These preconceptions, I argue, will most probably cause ethical challenges for the school hosting an undocumented child. (Less)
