From being primarily associated with the political climate of the United States, pluralism as a political mind-set with its focus on interest groups as important political entities has become increasingly descriptive of the European Union as well. Seeking to investigate the theoretical aspects of pluralism, the purpose of this essay is to analyse and discuss whether the European setting might have had any implications on the theoretical assumptions of pluralism. In order to elaborate on this and connect pluralism to the European context, the essay has applied a hypothetico-deductive method and hence is structured as theory developing. The method is based theoretically on the work of one of pluralism’s most significant and earliest advocates, American founding father James Madison, and empirically on the legislative engine of the EU: the European Commission. The essay’s conclusion suggests implications on Madison’s pluralism concerning the fragmentation of power, since the essay’s analysis suggest the importance of the structure and demands of the addressee institution regarding which interest groups receives response to claims. Lastly, the essay discusses what consequences this might entail in terms of power, representation and political balance. (Less)
