This Master’s thesis examines the discursive constructions and ideas which formed the base for the gender equality policy regarding the tax deduction for domestic services in Sweden that got implemented in 2007. The aim for the thesis is more precisely to make the images and ideas that represent the constructions based on gender, class and ethnicity visible and problematized. A further aim of the thesis is to examine how the discursive constructions could be understood in a neo-liberal welfare context.

This Master’s thesis examines the discursive constructions and ideas which formed the base for the gender equality policy regarding the tax deduction for domestic services in Sweden that got implemented in 2007. The aim for the thesis is more precisely to make the images and ideas that represent the constructions based on gender, class and ethnicity visible and problematized. A further aim of the thesis is to examine how the discursive constructions could be understood in a neo-liberal welfare context.

By using a theoretical framework involving the feministic approach of intersectionality and the methodology of discourse analysis, the analysis builds upon subject positions whose purpose is to show how the discursive constructions that are created in the political proposals are represented and identified.

The analysis shows that the policy on tax deduction for domestic services is grounded in traditional norms and stereotypes of gender and ethnicity. The policy on tax deduction is primarily focused on promoting gender equality for the middle-class woman and the contemplated domestic worker is constructed as a person, often with immigrant background, who will be saved from unemployment and safe from the insecure informal market of domestic work. The analysis also draws attention to how the discursive constructions are influenced by neo-liberal governance principles built upon individualization, market and competition. (Less)
