Abstract
This report investigates how determination of safety distances during urbanisation in the proximity of major industrial hazards occurs as well as the factors and aspects that should be considered when doing so. An interview-study is carried out with relevant stakeholders with the following results being highlighted by the interviewees:
- Today determination of safety distances are made by municipal decision makers who rely on The City Planning Authority, consultants, emergency services and county administrations to provide the basis for the decision.
- With general separation distances not being appropriate for urbanisation, different forms of risk analysis are being advocated by different stakeholders.

This report investigates how determination of safety distances during urbanisation in the proximity of major industrial hazards occurs as well as the factors and aspects that should be considered when doing so. - A general expertise regarding risk issues have, by the interviewees, been highlighted as important as well as personal relationships and good dialogue.
- Better guidance needs to be provided by the national authorities regarding how the urban densification process should be carried out and how the goals of sustainable urban development are to be achieved.
- The municipality needs to send clear signals to the business community, allowing for future expansion even when densification is desirable.
- Alternative safety measures to safety distances are important during urbanisation, especially localization, design and disposition of land and buildings. (Less)
