Title: Child poverty in trouble – A study of how child poverty is constructed as a social problem in a media context

Child poverty was the theme for the program Uppdrag granskning, which was broadcasted on television in January 2013. Criticism was directed against child rights organizations, they were considered to have magnified the problem of child poverty. The debate after the program was short and intense, and provided much material for analysis. The aim of the study was to examine how child poverty is constructed as a social problem in a selection of print news media. The articles were published within a month after the program was aired. Empirical research included 40 articles from three newspapers and one tabloid with different political designations; the intent was to examine a breadth of opinions. The study started with a social constructionist approach. In the analysis, I have used perspective analysis and divided my material into categories. Child poverty appears not yet to have reached the final necessary steps in order for it to be constructed as a social problem. At the national level there does not seem to be the political consensus needed to develop and implement an action plan against child poverty. In most of the articles the claims-makers look at child poverty as a social problem and recommend solutions in the area of social welfare. For child poverty to be considered a social problem in the future, it is crucial how the audience, and among them especially the decision-makers will perceive the messages of the claims-makers. In the battle for social problems the claims-makers need to work hard to maintain the interest and the credibility of the problem to the audience. This applies not least to the criticised child rights organizations.
