Both substance and process are important in a democracy. The purpose of this thesis is to analyze how projects relate to democratic values of substance and process. Is any democratic value more present? Two ideal types; offentligt etos and project, is constructed from a theoretical framework of democracy and project. Three projects in Malmö are reviewed. The projects are compared to the ideal types by interviewing project managers and through studying project documents. The result indicates that democratic substance is present and easy to measure while democratic process also exists but is harder to evaluate to what extent it exists. Further research is acquired to find if any value has a primary position. (Less)
