Abstract
The aim of this study is to analyse the social workers assessments about economic assistance to clients with a drug- or alcoholic abuse. Furthermore this paper will also shed light on the differences in thoughts that these social workers have on economic assistance for clients with drug- or alcoholic abuse. The aim of this study is to analyse the social workers assessments about economic assistance to clients with a drug- or alcoholic abuse. Furthermore this paper will also shed light on the differences in thoughts that these social workers have on economic assistance for clients with drug- or alcoholic abuse. Our questions for the study is if there are any rules and routines in the different communities that describes how the social workers should act in the assessments of economic assistance for the clients, how the social workers reason about the economic assistance to the clients with a drug- or alcoholic abuse with the power aspect in mind, if there is any differences in the assessments between the social workers and what the differences in those cases depend on. We also want to investigate what the social workers demand of the clients to do for them to be granted the economic assistance. Our study was based on individual interviews from seven people working with economic assistance in Skåne. To approach our data we used Lipskys theory about discretion and street level bureaucrats and we also used power and empowerment as two aspects in analyse of the data.
We found that the social workers have a big discretion in the work with economic assistance with the clients that have a drug- or alcoholic abuse. We also found that the discretion is a result of the room of interpretation and that the communities don´t have any clear routines for how the social workers should act. With this in mind we could see that there was a big difference in how the social workers makes their assessments. Our conclusion is that the claims the social workers presents the clients depends on witch person who is dealing with the specific case and also that this could have many different reasons. The social workers often find themselves in difficult situations, dealing with ethical dilemmas, where they in one way want to satisfy the clients and help them to live a life with a reasonable standard of living and where they in an other way don´t want to be a part of and benefit the clients addictions. In this situations the social workers feel that they are dealing with a great power and that this power sometimes is necessary to help the clients to keep control of their lives. (Less)
