Abstract
The migration policy of the EU has often been described with the metaphor fortress Europe: militarized external borders to avoid safety threats, disguising the purpose to exclude poor and uneducated migrants. But what happen if the unwanted migrants the borders are supposed to prevent from reaching European territory are already European citizens? Recent years, poor EU-migrants begging for money in the streets and living illegaly on municipal ground has become an urgent political issue in Sweden. This thesis aims to critically investigate local policy concerning un-established EU-migrants in Sweden. By using a critical policy analysis, the focus is to challenge the underlying assumptions of what the “problem” is represented to be.

The migration policy of the EU has often been described with the metaphor fortress Europe: militarized external borders to avoid safety threats, disguising the purpose to exclude poor and uneducated migrants. But what happen if the unwanted migrants the borders are supposed to prevent from reaching European territory are already European citizens? Recent years, poor EU-migrants begging for money in the streets and living illegaly on municipal ground has become an urgent political issue in Sweden. This thesis aims to critically investigate local policy concerning un-established EU-migrants in Sweden. By using a critical policy analysis, the focus is to challenge the underlying assumptions of what the “problem” is represented to be.
The study shows how policy aims to solve the problem of security and cost for the municipality, not the problem of poverty and homelessness among EU- migrants. Limiting the aid to a couple of nights in a shelter and a ticket back home, is legitimized by the fact that the EU-migrants aren’t included in the free movement within EU. Thereby the society doesn’t have any juridical obligations to provide aid. Politicians and activists challenge the dividing practice of the problem representation, claiming the policy to be unjustified and unethical. (Less)
