- Abstract
- This research study describes the consequences of the legislative changes in the Swedish Principle of Public Access. The study commences in 1994 when Sweden became a member of the EU, and extends till 2014. This study is based on a qualitative text analytical method and the analysis is formed within the three decision-making levels of multi level governance theory.
The changes regarding the Principle of Public Access started in the beginning of Sweden’s entrance in the EU in 1994 with an increase of alterations concerning foreign secrecy in Swedish law.
It is found that the EU puts pressure on Sweden to adjust Swedish national law to correlate with increased secrecy. The foreign secrecy is still enhancing in the Swedish law in 2014,... The foreign secrecy is still enhancing in the Swedish law in 2014, proportional to Sweden’s increased incorporation in international EU co-operations. The consequences of these increased incorporations have according to some political decision-makers eroded the role of the Principle of Public access. Although according to a majority of Swedish politicians the changes in the Principle has been necessary to be able to keep participating in the EU co-operations. The consequences have been that the Principle of Public Access has been breached due to the priority of international co-operations. (Less)
