Abstract
The purpose of this thesis has been to seek, by political theoretical discussion, an effective norm or standard with to evaluate three critical neoliberal reforms in recent Swedish housing policy. By discussing the theories of what the government can and should do, 6 normative principles are formed to evaluate these neoliberal reforms. The three neoliberal reforms that are evaluated is: Marketisation of the tenant-owned apartment sector; Marketisation of the public rental sector; Dissolution of tenure neutrality. The purpose of this thesis has been to seek, by political theoretical discussion, an effective norm or standard with to evaluate three critical neoliberal reforms in recent Swedish housing policy. By discussing the theories of what the government can and should do, 6 normative principles are formed to evaluate these neoliberal reforms. The three neoliberal reforms that are evaluated is: Marketisation of the tenant-owned apartment sector; Marketisation of the public rental sector; Dissolution of tenure neutrality. The most important of the principles is the first one which stipulates what purpose the housing policy should have which is that the state should work to create equivalent possibilities for its citizens to find housing of their own choosing. Linked to this is the morally important way in which the state needs to treat its citizens which is to treat the citizens after the principle of Autonomy. All three neoliberal reforms fails in treating the citizens by this principle as well as working against the state’s purpose in this case which makes them reproachable. (Less)
