Abstract
This thesis examines the relationship between experts and democracy in a specific case, the project of establishing a tramcar route from the central station in Lund to the northeast part of the city. The theoretical approach stems from the concept of networks and potential clashes in the relation between experts and democratic values. An examination has been done of 25 documents concerning the investigation about the tramcar project with the purpose of discover the names and organizations behind the project. This thesis examines the relationship between experts and democracy in a specific case, the project of establishing a tramcar route from the central station in Lund to the northeast part of the city. The theoretical approach stems from the concept of networks and potential clashes in the relation between experts and democratic values. An examination has been done of 25 documents concerning the investigation about the tramcar project with the purpose of discover the names and organizations behind the project. An interview has also been conducted. The finding reveals that a great number of persons, with various backgrounds are involved. The individuals involved also have specific connections to certain organization which make the network quite vast, but still narrow because of the exclusion of the ordinary citizen. It exist a core, of local officials, who is surrounded by branches of experts from different consulting companies. The result is then put in relation to the theories about democratic values, which emphasizes problems that need to be addressed. Problems like accountability, transparency, legitimacy and the exclusion of citizens through vast network of experts who investigates projects like this during a long period of time. (Less)
