Denna uppsats behandlar fattigdomsbekämpning utifrån svensk biståndspolitik. Bi-ståndsgivning har länge varit en självklar del i både internationell och svensk politik, ändå har inga större framgångar skett med att utrota fattigdom. Syftet med uppsatsen är att utvärdera Sveriges politik om bistånd genom det senast utgivna dokumentet om bi-ståndspolitik – Biståndspolitisk plattform – utgiven av regeringen i mars 2014. Dokumen-tet kommer att analyseras med hjälp av ett teoretiskt perspektiv inspirerat av filosofen Thomas Pogge. Utifrån Pogge har jag uttolkat tre begrepp som jag finner vara essentiella när det handlar om bistånd: moraliskt ansvar, institutionell ordning, samt prioritering av de fattigaste. Denna uppsats behandlar fattigdomsbekämpning utifrån svensk biståndspolitik. Bi-ståndsgivning har länge varit en självklar del i både internationell och svensk politik, ändå har inga större framgångar skett med att utrota fattigdom. Syftet med uppsatsen är att utvärdera Sveriges politik om bistånd genom det senast utgivna dokumentet om bi-ståndspolitik – Biståndspolitisk plattform – utgiven av regeringen i mars 2014. Dokumen-tet kommer att analyseras med hjälp av ett teoretiskt perspektiv inspirerat av filosofen Thomas Pogge. Utifrån Pogge har jag uttolkat tre begrepp som jag finner vara essentiella när det handlar om bistånd: moraliskt ansvar, institutionell ordning, samt prioritering av de fattigaste. I analysen blir dessa tre områden normativt vägledande och används som redskap för att kritiskt analysera Biståndspolitisk plattform. Uppsatsens frågeställning lyder: Hur arbetar regeringen med moraliskt ansvar, institutionell ordning, och priorite-ring av de fattigaste, i nu gällande svensk biståndspolitik?
I analysen kommer jag fram till att svensk biståndspolitik som den är uttryckt i plattformen till relativt stor del anammar ett moraliskt ansvarstagande, Sverige anser sig skyldiga att hjälpa människor i fattigdom och förtryck. Däremot ansluter de sig inte till faktumet att vi är del av en institutionell ordning som gynnar de rika och aktivt gör människor fattiga. I fråga om prioritering av de fattigaste kommer jag fram till att platt-formen vänder sig till målgrupper för biståndet som de anser vara de mest utsatta, men det finns ingen direkt härledning till de allra fattigaste. This essay concern poverty alleviation through Swedish aid policy. Giving aid has been an evident part of both international and Swedish policy for a long time, yet there has been no great success with eradicating poverty. The purpose is to evaluate Sweden’s aid policy through its most recently published document on aid policy, which the govern-ment published in March 2014. The document will be analyzed with help of a theoretical perspective inspired by the philosopher Thomas Pogge. Through Pogge I have construed three notions that I find essential when it comes to aid: moral responsibility, institutional order, and prioritizing the poorest. This essay concern poverty alleviation through Swedish aid policy. Giving aid has been an evident part of both international and Swedish policy for a long time, yet there has been no great success with eradicating poverty. The purpose is to evaluate Sweden’s aid policy through its most recently published document on aid policy, which the govern-ment published in March 2014. The document will be analyzed with help of a theoretical perspective inspired by the philosopher Thomas Pogge. In the analysis I conclude that Swedish aid policy, as expressed in the document, at large acknowledge its moral responsibility. Sweden consider themselves responsible to help people in poverty and oppression. They do not, on the other hand, affiliate with the fact that we are a part of an institutional order benefitting the rich and actively mak-ing people poor. In terms of prioritizing the poorest I conclude that the aid-document targets the groups they find most exposed, but there is no direct prioritization of the poorest. (Less)
