Twitter har beskrivits som ett relevant verktyg för svenska politiker för att hålla sig uppdaterade kring vad som händer inom den politiska världen. Twitter som kanal har tidigare benämnts som ett elitmedium, då det finns en stark närvaro av opin-ionsbildare av olika slag. Det är alltid viktigt att granska makthavares kommuni-kation och hur detta kan påverka demokratin. Vi har genomfört en kvalitativ stu-die genom observation och innehållsanalys av fem svenska heltidspolitikers twit-terflöden. För att få en djupare förståelse för politikernas kommunikativa hand-lande i en öppen kanal har vi dessutom använt retorisk analys, en metod som van-ligtvis förknippas med en större mängd tecken. Twitter har beskrivits som ett relevant verktyg för svenska politiker för att hålla sig uppdaterade kring vad som händer inom den politiska världen. Twitter som kanal har tidigare benämnts som ett elitmedium, då det finns en stark närvaro av opin-ionsbildare av olika slag. Det är alltid viktigt att granska makthavares kommuni-kation och hur detta kan påverka demokratin. Vi har genomfört en kvalitativ stu-die genom observation och innehållsanalys av fem svenska heltidspolitikers twit-terflöden. För att få en djupare förståelse för politikernas kommunikativa hand-lande i en öppen kanal har vi dessutom använt retorisk analys, en metod som van-ligtvis förknippas med en större mängd tecken. Människor kommunicerar i linje med de kanaler som används och retorisk analys har fungerat mycket väl för att skapa en förståelse kring de påverkansmedel som förmedlas på 140 tecken.
Det teoretiska ramverket baseras på strategisk kommunikation, politisk public re-lations, opinionsbildning, retorisk analys och legitimitet. Vår analys visar att Twit-ter används som ett verktyg för politisk public relations, där den huvudsakliga funktionen är att skapa och stärka relationer inom den egna gruppen. Vidare visar analysen att politiker aktivt använder retoriska påverkansmedel i sin kommunikat-ion på Twitter för att på så vis öka sin förtroendeställning , väcka känslor samt framstå som ett bättre alternativ än sin motståndare. Studiens övergripande resul-tat visar att svenska politiker på Twitter inte använder verktyget för skapa en dia-log med medborgaren. (Less)

Twitter has been described as a must-have tool for Swedish politicians, to not fall behind in the constant flow of information. Previous research has defined Twitter as an elitist channel, due to its dense population of opinion-makers. It is important to keep a critical approach towards how people in power communicate and what possible effect their communications might have on the democratic process. We have conducted a qualitative study through observation and content analysis of five Swedish fulltime politicians and their use of Twitter. In order to reach a deeper understanding of their communicative actions, we have applied theories of rhetorical analysis.
The theoretical framework in this study includes Communication Management, Political Public Relations, Advocacy, Rhetoric’s and Legitimacy. Our analysis shows that there is a presence of Political Public Relations as a tool for building and maintaining relationships within the in-group. Further, our analysis shows that politicians are active in applying rhetorical strategies in their communications on Twitter, to strengthen their position of trust, communicate emotions and to make their opponents seem weak. The overall results of the study conclude that Swedish politicians’ use of Twitter do not promote the deliberative democracy. (Less)
