- Abstract
- The aim of present thesis is to show the problem construction of the parental leave benefit by the newly arrived immigrants, specifically women, as well as the measures that can increase their participation in the labor market. The analysis was conducted through Jonson’s (2010) perspective analysis and with the help of two Swedish Government Official Reports (SOU 2012: 9, SOU 2012: 69) and one Department series (Ds 2013:36). - The aim of present thesis is to show the problem construction of the parental leave benefit by the newly arrived immigrants, specifically women, as well as the measures that can increase their participation in the labor market. The analysis was conducted through Jonson’s (2010) perspective analysis and with the help of two Swedish Government Official Reports (SOU 2012: 9, SOU 2012: 69) and one Department series (Ds 2013:36). With the theories about the problem perspective, normalizing and integrating this study finds that the parental leave benefit is described as means to integrate and exclude newly arrived immigrant women with children under eight years from the labor market. The use of parental leave benefit in that group is also portrayed as deviant because it is reported in the material to be taken out in most of the cases before an established connection with the labor market. The analysis of the material showed also that the described problems and its consequences are placed both on individual and society levels. As for the proposed solutions they can be interpreted as a tool for normalizing and integrating the deviant. The changes in parent’s insurance and other regulations that constitute the proposed solutions are aimed to make it possible for the newly arrived women to participate in the establishment activities. Those activities are described in the report to prepare them to the labor market in the most comprehensive manner possible. The main conclusion of this thesis is that this normalizing and integrating of newly arrived immigrant women claiming parental leave benefit can be considered as way of preventing them from relying on social benefits since most of the parents in that group are described in the report as living on social assistance. The aim of the government is therefore to make those women god citizen who can support themselves and contribute in the society. (Less)
