- Abstract
- This study examines the work with the environmental goals in five small municipalities in northwestern Skåne, Sweden. The environmental goals are set nationally and are adjusted at a regional level. The municipalities then adjust the national and regional goals in varied extent to meet the local circumstances. The implementation and success of the work with environmental goals at local level is crucial in the pursue of ecological sustainability. The purpose with this study is to contribute with knowledge and attempt to draw conclusions about how this work can be done more successfully. The issues examined are:
what are the difficulties for the work with the environmental goals at local level?

To answer these questions I have interviewed the officials of the municipalities working with strategic environmental issues. The political aspect is taken into account by interviews of politicians with insight of the work with the environmental goals, mainly the councillors of the municipalities. A survey has also been conducted among the administrations of the municipalities to clarify in what extent they are involved with measures to achieve the goals. This, since they are the executers of the politicians decisions.
This study shows that the main difficulties are related to the lack of economic strength and the interchange of staff and politicians. Conditions that affects, the work with the environmental goals, in a positive direction are the proximity of the personnel and decisionmakers and the speed the decisionmaking process. Commonly stressed needs are financial support and exchange of expiriences among the administrations and municipalities with similar conditions. (Less)
