Abstract
This thesis processes the Swedish local authorities’ work regarding winter maintenance and its organization. This thesis is also about accessibility for those with functional disabilities and the local authorities’ efforts to provide an acceptable level of the accessibility during winter. The report aims to clarify how the local authorities carry out their work with regard to winter maintenance and how much consideration they give to people with different types of functional disabilities and needs during winter. This thesis processes the Swedish local authorities’ work regarding winter maintenance and its organization. This thesis is also about accessibility for those with functional disabilities and the local authorities’ efforts to provide an acceptable level of the accessibility during winter. The report aims to clarify how the local authorities carry out their work with regard to winter maintenance and how much consideration they give to people with different types of functional disabilities and needs during winter. The aim is also to look at how the local authorities’ work during winter can be procured, more organized and more efficient, to achieve better results. How accessibility during winter can be provided is also addressed and explained in this report. The work is based on literature studies and interviews with the local authorities (municipals) regarding their winter organization, but also with associations within the field of accessibility. The result of how satisfying the accessibility is during winter is mostly rooted in the interviews due to lack of reports within the subject area. What is brought to light in this report is that the local authorities’ negotiation and obligations are often inadequately fulfilled. The work performed today leaves no, or very few, opportunities for people with functional disabilities to be a part of society during the months characterized by ice and snow. There is a need for direct requirements to achieve an acceptable level of snow removal, especially to satisfy all groups most basic needs. Blaming the poor economy as well as the impossibilities to satisfy all groups most basic needs to be able to be a part of the society is not an acceptable excuse. It is up to each municipality to make a reasonable budget for snow removal. To achieve an acceptable level of accessibility, this should be specified in the budget. Today’s technology makes it possible to do the winter maintenance work to fit the entire society and its needs. However, this requires knowledge and dedication, and the lack of knowledge about the accessibility and the needs of those with functional disabilities are contributing to significant difficulties. Requirements for accessibility training should therefore be seen as a matter of routine by the local authorities in the process of the winter maintenance work. (Less)
