The way GAMM includes several of actors in its actions and its positive view of the international arena is connected to human security. The definition of irregular migration as a threat fails to support all migrants as it legitimate EU being present beyond its own territory and strict border controls. GAMM leads to increased security for EU, the partner countries, regular migrants, victims of trafficking and refugees but not for the irregular migrants as they are described as the main threat to security.
