- Abstract
- The aim of this master´s thesis is to identify the implied problem behind the activation policy jobb- och utvecklingsgarantin as well as uncover the discourses that make this problem thinkable. The thesis relies on an understanding that policies imply an understanding of a problem that needs to be solved. According to this thesis theoretical approach, the understanding of a problem doesn’t reflect a real problem. Instead it is based on our deep-seated presuppositions about a phenomenon in society. - The aim of this master´s thesis is to identify the implied problem behind the activation policy jobb- och utvecklingsgarantin as well as uncover the discourses that make this problem thinkable. According to this thesis theoretical approach, the understanding of a problem doesn’t reflect a real problem. Instead it is based on our deep-seated presuppositions about a phenomenon in society. In order to understand why a specific policy is being made one has to interrogate the underlying understanding of the problem(s) and the structure of thought that makes the problem thinkable. This has been done by investigate what the proposed interventions says about the problem. In order to uncover the deep-seated presupposition that underpins the understanding of the problems I have conducted a discourse-analysis. With a battery of specific deconstructing tools I have been able to uncover the linguistic structure that makes the problem thinkable and the proposed intervention seem logical. The problem representation that the policy is based on consists of low jobsearching activity, the effect that comes with long term unemployment and abuse of the social security system. (Less)
