- Abstract
- Russia have recently started to reassert themselves in their near abroad. With their annexation of the Ukrainian Crimea peninsula following an independence referendum other post-Soviet states have been looking at their Russian minorities nervously for signs of similar separatist tendencies. This paper will examine if there are valid reasons for these fears. To do this a comparative study has been made between the conflict prevention in Estonia and Ukraine during the 90s, both conflicts concerning the Russian minority. - Russia have recently started to reassert themselves in their near abroad. With their annexation of the Ukrainian Crimea peninsula following an independence referendum other post-Soviet states have been looking at their Russian minorities nervously for signs of similar separatist tendencies. This paper will examine if there are valid reasons for these fears. To do this a comparative study has been made between the conflict prevention in Estonia and Ukraine during the 90s, both conflicts concerning the Russian minority. Firstly, a conflict analysis was made to identify the causes and underlying issues of the conflict. Secondly, the two theories of operational and structural conflict prevention were applied to the process of solving the conflicts to see whether both had been used to the same extent. The study found that while operational prevention had been used successfully in Ukraine to avert an armed conflict the structural prevention was a failure and the underlying issues remained. In Estonia the operational prevention was successful in solving the core issues and the structural preventions in place today are satisfactory, making it much more resilient to Russian meddling.
