Abstract
This thesis covers fans’ usage of pyrotechnical devices at and around soccer games. The thesis focuses exclusively on swedish conditions and consists of a description of the current regulations connected to pyrotechnics as well as the social context that the legal framework operates in. It also includes an analysis of the legal and practical issues that are raised by the current situation surrounding the use of pyrotechnics, and evaluates different models for potential future regulation.

This thesis covers fans’ usage of pyrotechnical devices at and around soccer games. The thesis focuses exclusively on swedish conditions and consists of a description of the current regulations connected to pyrotechnics as well as the social context that the legal framework operates in. It also includes an analysis of the legal and practical issues that are raised by the current situation surrounding the use of pyrotechnics, and evaluates different models for potential future regulation.

Central pieces of legislation in the current regulations are the Public order act and the Law on explosive and flammable goods. Together, these two laws provide the framework that the parties associated with the use of pyrotechnics have to operate around. Since these laws offer a fair amount of flexibility, other regulations such as the swedish soccer association’s competition rules also become important parts of the total regulation.

A deeper understanding of the situation surrounding the use of pyrotechnical devices requires a certain knowledge of the social environment that the regulations operate in. In consistency with this, the thesis contains a fairly extensive description of current swedish fan culture as well as shorter descriptions of the other parties connected to the use and regulation of pyrotechnics.

The thesis arrives at the conclusion that the last several years’ repressive policies toward pyrotechnics have been largely ineffective. The reasons behind this are explained, and potential models for future regulation are evaluated. (Less)
