Abstract
Attractiveness has become a widely used concept in planning and public policy the last 15 years in Sweden. However, there is no broad definition of attractiveness and thus it is subject to interpretation. To understand how and why it can be interpreted differently this thesis will investigate how two different municipalities with comparable physical factors but otherwise different socio-economical contexts interpret attractiveness and how this is manifested in their planning and strategies. The research question is therefore: What does attractiveness mean for Lomma and Landskrona municipality, and how is it manifested in their strategies and planning?

Attractiveness has become a widely used concept in planning and public policy the last 15 years in Sweden. However, there is no broad definition of attractiveness and thus it is subject to interpretation. To understand how and why it can be interpreted differently this thesis will investigate how two different municipalities with comparable physical factors but otherwise different socio-economical contexts interpret attractiveness and how this is manifested in their planning and strategies. The research question is therefore: What does attractiveness mean for Lomma and Landskrona municipality, and how is it manifested in their strategies and planning?

To develop a broad depiction of attractiveness three different scientists with distinctive takes on attractiveness were used; Richard Florida, Roland Andersson and Thomas Niedomysl. Using a phenomenological approach, qualitative interviews were made with the chief planner in each municipality. As a complement to the interviews, a document analysis was made on the last three municipal plans and two additional policy documents from each municipality.

The empirical work shows that attractiveness is interpreted and manifested in different ways. A broader approach of attractiveness with emphasis on soft factors, such as good schools, is practised in Lomma to ensure that its residents continue to find it attractive. Landskrona municipality has a more concrete stance on attractiveness, as physical buildings, and uses it as a solution to their socioeconomic problems by building attractive condominium by the sea and in socioeconomically poorer neighbourhoods. Conclusively, the planning process can be operationalized differently depending on underlying factors as the socio-economical context, history and politics. (Less)
