- Children should not be exposed to unwanted chemicals in their everyday life and several organizations in Sweden are working towards reducing the amount of chemicals that exists in toys and material intended for preschools. Many municipalities are joining the project, and are now working towards the goal “toxic free preschools”. In this struggle the municipalities have an impact in their procurement, which can control which chemicals are allowed in the purchased products. - Children should not be exposed to unwanted chemicals in their everyday life and several organizations in Sweden are working towards reducing the amount of chemicals that exists in toys and material intended for preschools. Many municipalities are joining the project, and are now working towards the goal “toxic free preschools”. In this struggle the municipalities have an impact in their procurement, which can control which chemicals are allowed in the purchased products. An important part of this process is that the requirements in the procurement shall be monitored, which will show if the suppliers are following the procurement contract. Municipalities are today somewhat behind in the monitoring process, they execute a type of monitoring in the beginning of the procurement but tend to forget monitoring the rest of the process. This study presents tools which can be used in municipalities monitoring of procurement requirements, but it also reveals that the municipal projects lacks cooperation and communication. There seems to be no holistic perspective of the whole process. Purchasers are working on one side and the environmental strategists on the other, creating a working process that are not as integrated as it should be. This can create barriers and misunderstandings, which can lead to inefficiencies regarding time and resources. A more intergraded process, with more knowledge exchange between the different administration levels would create a greater understanding for the division of responsibilities. Improving understanding will lead to a more efficient work process, removing uncertainty about how a task should be executed. A more efficient work process will help us reach the goal having our preschools free from unwanted chemicals much faster. (Less)

Ett av de verktyg som kommuner kan använda för detta ändamål är upphandling, men för att upphandlingen ska ses som komplett krävs någon form av uppföljning.
Att följa upp en upphandling innebär att den upphandlande myndigheten på ett eller annat sätt säkerställer att de krav som ställts i upphandlingen följs. Att ställa krav i en upphandling som inte går att kontrollera hindrar en öppen och opartisk upphandling, och en bristande uppföljning kan resultera i att den upphandlande myndigheten inte får vad de betalar för.
För ett projekt som giftfria förskolor kan en bristande uppföljning vara ödesdiger, då detta skulle kunna innebära att oönskade kemikalier släpps in i verksamheterna utan någon vidare översyn. Därför är det av vikt att undersöka hur kommuner idag arbetar med denna fråga, samt se hur en uppföljning av miljökrav kan fungera i praktiken.
Det finns några metoder kartlagda, vilka kan användas för att följa upp de miljökrav som ställs i upphandlingen till giftfria förskolor. Verifikationer och leverantörsdialoger i olika former används i dagsläget av flera kommuner. Vidare finns även två andra metoder som kan användas för uppföljning men som idag inte används i lika stor grad; kemikalieanalyser och inspektioner. Det viktiga med dessa metoder är att de anpassas efter organisationen och upphandlingen som sådan, så att de på ett naturligt sätt kan appliceras i upphandlingsprocess och avtalsperiod.
Kommuner gör i regel någon form av uppföljning i upphandlingsprocessen och lämnar sedermera resterande avtalstid okontrollerad. Det verkar heller inte finnas många som har ett helhetsperspektiv över processen i stort. Upphandlare och sakkunniga inom miljö arbetar ofta på varsitt håll och rådfrågar varandra endast vid behov, vilket leder till en bristande förståelse för varandras arbetsprocesser och regelverk. Ett ökat samarbete och en förbättrad kommunikation mellan miljö och upphandling kan leda till ett ömsesidigt kunskapsutbyte och ökad förståelse, vilket i sin tur kan leda till en mer tids- och resurseffektiv arbetsprocess.
