Abstract
The condition of the Swedish railway has been frequently discussed, mainly during recent years. Lack of maintenance and budgetary allocation are words that constantly arise. During the winter the topic is notably higher, especially because of the media that regularly reports about cancelled and delayed train departures. This thesis will plunge into the difficulties that the railway sector will face during and because of the winter. The main focus has been to clear up the organizational structure within the sector and also to highlight and describe the technical problems on the vehicles and the railway. The condition of the Swedish railway has been frequently discussed, mainly during recent years. Lack of maintenance and budgetary allocation are words that constantly arise. During the winter the topic is notably higher, especially because of the media that regularly reports about cancelled and delayed train departures. This thesis will plunge into the difficulties that the railway sector will face during and because of the winter. The main focus has been to clear up the organizational structure within the sector and also to highlight and describe the technical problems on the vehicles and the railway. With the help of interviews, reports and other literature we have been able to gather solid data which has been the foundation for this thesis. A thesis that in a simple and direct way will answer numerous questions of important value. The thesis will extensively describe why and how the sector is structured. Initially it will describe how one of the worlds most liberal railways came to be followed by a presentation of the different bodies within the sector. Great emphasis has been put on clarification of the division of roles and their respective responsibility within the sector during the winter. We will present statistics over the cost and availability to describe the consequence of the winter with numbers. The direct socio-economic expenses around 3 billion swedish crowns during the winter of 2009/2010, proves that it costs emmense amounts. A technical description over the problems when cold temperatures and precipitation arise has been done to understand the actual technical consequences. This chapter will describe the complex challenges that the vehicles and railway face during the winter. We also clarify what methods and actions that are used to alleviate and minimize the problem. A handfull important questions will be identified in the extensive analytical discussion. The conclusion will answer the question formulations that we brought with us when plunging into this thesis. The answer to the question of who bears the responsibility is both complex and diverse. We believe that this thesis in numerous ways unmasks an insufficient responsibility within the government, both economical and structural. (Less)
