Abstract
The thesis is a study of how politicians and public servants at the municipal level are experiencing the relation between them. The thesis also examine how participants experience may affect the view on their own role. The collected material is analysed based on theories on how to organise public administration.

The thesis is a descriptive work and gives a picture how public administration can be understood from the perspective of the participants. By studying how politicians and officials describe their work relating to each other and how they perceive their roles, responsibilities and expertise, we now know what ideals are governing for the members. The thesis is a study of how politicians and public servants at the municipal level are experiencing the relation between them. The thesis also examine how participants experience may affect the view on their own role. The collected material is analysed based on theories on how to organise public administration.

The thesis is a descriptive work and gives a picture how public administration can be understood from the perspective of the participants. By studying how politicians and officials describe their work relating to each other and how they perceive their roles, responsibilities and expertise, we now know what ideals are governing for the members. The work is based upon qualitative interviews with public servants and politicians at the municipal level.

The participants answer points to both the professional and political model. The interviews also show that Max Webers theories of bureaucracy can be found as a strong base for the relationships. It was found that officials highlight its democratic responsibility by not questioning the wishes of politicians. Lastly, it is possible to see how the politicians encouraging and need a strong administration, while at the same time risk being negatively affected by it. (Less)
