The public participation is analysed with the theory Ladder of participation, by Sherry Arnstein. The paper show that the involvement from public participation has been low and public participation has only been involved with what is legislated, by the Swedish planning law, consultation. Influence from public participation has only been by a small amount and has not involved changes to the frame of the project such as the amount of apartments. The influence from the public participation has instead been limited to changes of the facade of a long building and making the officials do a shadow study of the effects of the project. (Less)
