Abstract
In the city of Landskrona, in the southwest of Sweden, the eastern industrial area is partially filled with householdjavascript:changeTab('additionalInformation') waste, resulting in contamination throughout the area. Since it is not considered reasonable to carry out full remediation in the area, the environmental department in Landskrona is interested in establishing an environmental risk area, in order to reduce the risk of exposure. In the city of Landskrona, in the southwest of Sweden, the eastern industrial area is partially filled with householdjavascript:changeTab('additionalInformation') waste, resulting in contamination throughout the area. Since it is not considered reasonable to carry out full remediation in the area, the environmental department in Landskrona is interested in establishing an environmental risk area, in order to reduce the risk of exposure. Whether the area qualifies as an environmental risk area is unclear since the risks are not fully investigated.
The purpose of this study was to investigate the contamination situation and the occurring risks of one property in Landskrona's eastern industrial area. A simplified risk assessment was conducted on the basis of a “worst case scenario”. The purpose was also to discuss the premises of the property to become or be a part of an environmental risk area.
The results showed that toxic compounds such as lead, arsenic and aliphatic hydrocarbons exceed background concentrations and target values. The conditions for dispersal of the ground is “very high”. The risk for humans and the environment to be exposed were assessed as “moderate” – to “high”. The overall risk was assessed as “high”, which cannot be considered an acceptable risk. Remediation is a preferred measure but the establishing an environmental risk area can also reduce the risk. However, since the property is part of a larger area with generally complex conditions (economic, legal, technical) and also due to the lack of practice, it is difficult draw a concrete conclusion regarding the fulfilment of the property to become or be a part of an environmental risk area. An investigation of liability for the pollution responsibility in the entire eastern industrial area is recommended. Renewed soil- and groundwater sampling and a more in depth risk assessment is needed to reduce uncertainties the contamination situation. (Less)

Marken visade sig innehålla gifter som bly, arsenik och diesel. Halterna överstiger Naturvårdsverkets riktvärden för industrimark. Detta innebär att människor kan påverkas om de kommer i kontakt med ämnena. Genom riskbedömningen har det också konstaterats att störst risk för exponering finns när man gräver i marken.
Möjlighet att minska påverkan
För att nå miljömålet Giftfri miljö behöver förorenade områden åtgärdas. Slutsatsen i rapporten är att marken på den undersökta fastigheten bör saneras, eftersom den innehåller så höga nivåer av giftiga ämnen. Miljöförvaltningen i Landskrona tror att det är svårt att sanera all mark eftersom området idag används av industrier. Istället för sanering föreslår man istället att införa förbud mot grävning på fastigheten, kanske genom att klassa det som ett miljöriskområde.
Fler undersökningar behövs
I Landskronas östra industriområde dumpades avfall på en mycket stor yta (640 000 m2). Därför är det möjligt att många fler fastigheter är förorenade. För att ta reda på detta behövs fler undersökningar och provtagningar i industriområdet. (Less)
