Abstract
This paper deals with the problem regarding the temporality of the future residence permits in relation to recruiters’ reflections on their recruitment process. The study is based on interviews with recruiters from two municipal organizations. The material from the interviews are analysed with a critical approach to neo-liberalism and with the help of theories about racialization processes, migration policy and discrimination on the labour market. Through this approach I show that the temporary residence permit has an impact on the possibility of the establishment in these organizations. This paper deals with the problem regarding the temporality of the future residence permits in relation to recruiters’ reflections on their recruitment process. The study is based on interviews with recruiters from two municipal organizations. The material from the interviews are analysed with a critical approach to neo-liberalism and with the help of theories about racialization processes, migration policy and discrimination on the labour market. Through this approach I show that the temporary residence permit has an impact on the possibility of the establishment in these organizations. The organizations’ formalized recruitment processes contribute to a structurally discriminatory recruitment process where discrimination is explained by what seems like rational explanations. The recruiters’ long-term perspective in the recruitment process is also showed as non-optimal when migrants’ subsistence are documented uncertain. Based on the Government's proposal, I show that the responsibility for the establishment of the labour market shifted to migrants while they are put in a vulnerable situation where the power of access to the labour market is still in the hands of employers. Based on previous research on structural discrimination of racialized individuals in the labour market, I show that the Government's justification for the entry of temporary residence permit is paradoxical.
