Hållbar utveckling på kommunal nivå - en studie av förståelse för begreppet hållbart utveckling i Helsingborgs stads organisation.

Abstract

The municipality of Helsingborg, located in Scania implemented the Livskvalitetsprogrammet (The programme of living quality) in 2016. The goal with the programme is to unite sustainable development and quality of life. The work with the programme will continue towards 2024. I was given the assignment to research the knowledge of the programme throughout the organisation. The questionnaire is to be used in further monitoring of the organisation.

This study is built on a questionnaire study that were sent out to the chief segment within the organisation. The segment consists of 458 persons and 75 responded, which gave an answering frequency of 16 %. The questions in the questionnaire are built on previously researches and the municipality’s wishes. The pilot study shows that 65 % of the respondents knows about the programme and about half of the respondents has knowledge about the concepts sustainable development and quality of life. The analysis also shows that the understanding of the sustainable development depends on the administration the respondents works for.
The study also shows which part of the organisation that the knowledge is lacking and with this information the municipality can target these parts of the organisation. Finally, the pilot study gives suggestion on how to improve the answering frequency and the questionnaire for future usages.

Helsingborgs stad anställdas syn på hållbar utveckling
Helsingborg stad har satt upp nya målsättningar kring sitt hållbarhetsarbete. Men enbart hälften av de tillfrågade förstår vad begreppet hållbar utveckling betyder. Om tjänstemännen i kommunen inte förstår begreppet hur ska kommunen då kunna uppfylla de nya målsättningarna?
Studien har visat att runt hälften av de medverkande har en god insikt i vad hållbar utveckling innebär. Studien har även visat att det är förvaltningstillhörigheten som avgör om tjänstemännen förstått begreppet hållbar utveckling. Miljöarbetet inom kommunen blir lidande om tjänstemännen inte förstår detta grundläggande miljökoncept. Därför har Helsingborg stad i början av detta år infört en ny inriktning på sitt miljöarbete, där kommunens politiker har valt att förena miljö och folkhälsa, i något dem kallar för Livskvalitetsprogrammet. Ett sätt att lösa den bristande förståelsen är att ta itu med de förvaltningarna där förståelsen är bristfällig genom att anordna seminarium.
Begreppet hållbar utveckling används jämt och ständigt i media, dock är det ett begrepp som kan ha flera tolkningar då man väger samman ekonomiska, ekologiska och sociala faktorer. Det ställer till problem när personer med olika uppfattningar kring hållbar utveckling ska jobba mot samma mål. Förvaltningar inom kommunerna har olika arbetsområden och genom att utreda detta kan miljöarbetet både förbättras och förenklas. Studien kan dels belysa problematiken kring hållbar utveckling för andra kommuner samt att ge förslag och tips för att lösa problemet. Denna studie bygger på en enkätundersökning av alla chefer inom Helsingborgs stad, vilket är 458 personer.
