- Abstract
- This essay examines why municipalities choose to work with daily occupations for adult asylum seekers, when the responsibility lies upon another institution, Länsstyrelsen. The aim is to find out for what reasons they work with daily occupations for asylum seekers. In approaching this research Lennart Lundquist’s implementation theory was used. According to the theory the civil servants must have the will, the possibility and the understanding of the directives in order for the implementation to be successful. The research is based on interviews carried out on four different municipalities in the region Skåne.

They like to encourage integration, to streamline establishment and create harmony when there is unrest and disorder.
