The result shows that the civil servants have the will, possibility and understanding of the directives, according to Lundquist’s theory. They like to encourage integration, to streamline establishment and create harmony when there is unrest and disorder. The need among asylum seekers is another reason and civil servants also find the work to be important. Further reasons are formal rules, routines and private engagement. (Less)
