The theories, models and strategies on which the essay is based are top-down, cumulative causation, core-periphery, dependency theory and bottom-up. The methods which are used are document analysis and interviews. In the essay, it appears that the municipality of Nora has overlooked the rural in its comprehensive plan at the consultation phase, but that at the exhibition phase they changed the plan and established rural area as a clearer part of the planning. Another conclusion is that there are different assumptions from different actors which has influenced the treatment of the rural in the comprehensive planning. (Less)
