Abstract
In 2009 the Swedish police organization was presented to a new set of core values,
meant to clarify their mission for themselves as well as for the public, and to
consequently make Swedish police better. But what role does such core values play in
an organization like the police, whose professional behavior is already controlled by
the law? Defined as a moral risk group, numeral research points to the need of core
values as a moral guidance within the police, but are they? Hence, this Bachelor thesis
examines the function of the core values within Swedish police organization, perceived

of social and legal norms within the organizational culture of the Swedish police.

The study presents an organizational culture tinged by distinct hierarchic structure and
value dissonance, which has created a conflicting subculture climate where an informal
and latent police collective clearly opposes to organizational changes and demands. This
thesis therefore concludes that the implementation and moral guidance of core values
within the Swedish police is discouraged by the subculture climate they aim to dissolve. (Less)
