- Uppsatsen kommer att undersöka policydokumentet Partnerskapet för rörlighet mellan Marocko, Europeiska Unionen (EU) och EU:s medlemsstater som ingicks 2013. Uppsatsen ämnar att utöka förståelsen för hur Sub-Sahariska migranter i Marocko representeras som ett problem i Partnerskapet för rörlighet av EU och EU:s medlemsstater och vilken innebörd det har för deras möjligheter att migrera till Europa. EU:s yttre gräns med Marocko och de Sub-Sahariska migranter som migrerar genom landet är undersöknings huvudämnen. Fokuset kommer ligga på hur olika policymål är relaterade till mänskliga rättigheter för Sub-Sahariska migranter som uppehåller sig i Marocko. - Uppsatsen kommer att undersöka policydokumentet Partnerskapet för rörlighet mellan Marocko, Europeiska Unionen (EU) och EU:s medlemsstater som ingicks 2013. Uppsatsen ämnar att utöka förståelsen för hur Sub-Sahariska migranter i Marocko representeras som ett problem i Partnerskapet för rörlighet av EU och EU:s medlemsstater och vilken innebörd det har för deras möjligheter att migrera till Europa. EU:s yttre gräns med Marocko och de Sub-Sahariska migranter som migrerar genom landet är undersöknings huvudämnen. Fokuset kommer ligga på hur olika policymål är relaterade till mänskliga rättigheter för Sub-Sahariska migranter som uppehåller sig i Marocko. Tidigare litteratur och forskning som presenteras behandlar tidsperioden 2011 till 2017 eftersom att Marocko 2011 förnyade sin konstitution och att en migrationspolicy undertecknades av landet det året med EU. Det teoretiska perspektivet som kommer användas för att förstå policydokumentet är Säkerhetiseringsteorin skriven av Barry Buzan et al.. Teorin kommer ringa in hur Partnerskapet för rörlighet har utformats utifrån att parterna till policyn har klassificerat migration som ett säkerhetsproblem. Analysen av Partnerskapet för rörlighet kommer att utföras med metoden Analysing Policy: What’s the problem represented to be? som är utformad av Carol Bacchi. Frågeställningen i uppsatsen utgörs av:
Hur representeras migration och Sub-Sahariska migranter som ett säkerhetsproblem i policymålen i Partnerskapet för rörlighet av Marocko, EU och EU:s medlemsstater?
Vad undersökningen visar är att hur migration av Sub-Sahariska migranter representeras som ett säkerhetsproblem i Partnerskapet för rörlighet hänger ihop med hur handlingsplaner och policymål är utformade och föreslagna att implementeras. (Less) - Abstract
- This essay will analyse the Mobility Partnership policy between Morocco, the European Union (EU) and its Member States that was signed in 2013. The essay is intended at increasing the knowledge for how sub-Saharan migrants in Morocco are represented as a problem in the Mobility Partnership by Morocco, EU and its Member States and which significance it has for their possibilities to migrate to Europe. EU:s external border with Morocco and the sub-Saharan migrants who migrates through the country are the essays main subjects. The focus will be directed at policy objectives that correlates with the shortcomings of respecting human rights for sub-Saharan migrants that is located in Morocco.
