Title: The state as a production agency. A study on employee perspective on lean

Purpose: The purpose of this paper is to nuance and deepen the understanding of employee perspective on implementation and working with lean concept in a government agency.
Methodology: In order to reach the purpose of this paper a qualitative study have been conducted in the form of semi-structured interviews. The project has adopted a social constructionist and an interpretative approach.
Theoretical perspectives: The studies theoretical chapter consists of seven headlines. The four first parts focuses on the background of the lean concept as well as the concept of lean and its use. The chapters three remaining chapters deals with lean implementation, contextual assumptions as well as lean in a government agency and lastly an account of existing research around employee perspective and concept of lean.
Empirical foundation: The study´s empirical data consists of interviews with employees at a government agency in Copenhagen.
Conclusions: This study demonstrates that employees understanding of the work at a government agency affects their perception of the concept of lean. If the employees have a production perspective on work at the government agency this contributes to a more positive understanding of the lean concept as well as making it easier to see the concept’s role in the state authority.
