Abstract
The purpose of this master thesis is to investigate the opportunities and challenges of introducing transport plans. By studying some of Sweden’s municipalities' transport plans, the prospect is to identify success factors and critical factors in the process that can be applied in the process of developing transport plans in smaller municipalities – like Vetlanda municipality. The study conducts as a case study that includes seven transport plans that belongs to municipalities that both resemble and differ from Vetlanda in geographical and demographic properties. The purpose of this master thesis is to investigate the opportunities and challenges of introducing transport plans. By studying some of Sweden’s municipalities' transport plans, the prospect is to identify success factors and critical factors in the process that can be applied in the process of developing transport plans in smaller municipalities – like Vetlanda municipality. The study conducts as a case study that includes seven transport plans that belongs to municipalities that both resemble and differ from Vetlanda in geographical and demographic properties. The thesis starts with a theoretical part, followed by a data collection that includes interviews and document analysis. The final part of the thesis aims to link the result from the literature study and the data collection based on the problem formulation.
It appears that anchoring and follow-up of the plan are significant factors, but both factors have proven to be difficult to achieve. Furthermore, this thesis shows that transport plans differ, both between the municipalities and the recommendations set out in TRAST. The municipalities have thus adapted the plans based on the municipality's conditions. The conclusions of the thesis are that most of the municipalities are satisfied with their transport plans and the production process. The thesis concludes that the plans are important tools in municipal transport planning. Vetlanda municipality has therefore good opportunities to develop the transport planning by develop a transport plan. (Less)
