Abstract
The European Union is affecting the member states in a various of ways. One way, that lately has become more meaningful for Swedish municipalities, is the European Social Fund (ESF). The main ambition with ESF is to promote employment and improve the situation for the European workers. To achieve this, the ESF is running projects on local, regional and state level in the member states.
The aim of this thesis is to examine the effects of these projects, with focus on citizen influence from the local level. To achieve this, the ESF is running projects on local, regional and state level in the member states.
The aim of this thesis is to examine the effects of these projects, with focus on citizen influence from the local level. A theory about governance and decentralization has been used to develop an analytical framework that has been used to study official documents regarding the ESF projects. The documents have been read with focus on various variables and categories. The analytical framework has been used to determine whether the level of influence from the local citizens is big or small. I find that the influence in general is small. The way the ESF projects are controlled and the decision-making process regarding them is arranged, does not let local citizens influence the projects. (Less)
