A theory about governance and decentralization has been used to develop an analytical framework that has been used to study official documents regarding the ESF projects. The documents have been read with focus on various variables and categories. The analytical framework has been used to determine whether the level of influence from the local citizens is big or small. I find that the influence in general is small. The way the ESF projects are controlled and the decision-making process regarding them is arranged, does not let local citizens influence the projects. (Less)
